Chinanews, Beijing, March 26 - International Herald1 Leader and Sina.com jointly2 conducted a survey on Chinese intellectuals migrating to Western countries, finding that 73.94% of the 4,797 responders (before March 21) believe it is shameful3 for them to do so, while the rest think Western countries are better for the personal development of intellectuals, thus it is reasonable for them to choose to stay there.
The “Report on the Development of Chinese Talents (No.3)” published in 2006 also points out: "Too many high-end Chinese intellectuals choose to stay in other countries, which is a great danger to China's economic development". "Our lagging policies and system should be blamed first; besides, living conditions and personal development opportunities in China are not so good as in Western countries, either," said Pan Chenguang, the major writer of the report. Most immigrants from China to the US consist of intellectuals and students studying abroad. It is estimated that more than 300 thousand highly educated Chinese have eventually chosen to settle down in other countries. More than 76% of the graduates of some departments of Peking University, for instance, are now in the US. It goes without saying that such brain drain is a big loss to China.
