Chinanews, Hong Kong, July 31 – Recently, some news reports say that the Hong Kong SAR government might possibly have submitted its proposal to the central government for issuing multi-entry electronic cards to Shenzhen residents. The news has aroused widespread concern among the public, the Hong Kong-based Ta Kung Pao reported.

Such might be inevitable1 for Hong Kong and Shenzhen, as both aim to build a large united metropolis2 area in China, some experts say. However, some scholars also express their worries about the news, saying that a united metropolis might greatly harm the retail3 industry in Shenzhen. Most residents in Shenzhen applaud the news, thinking that once the two cities forge a closer relationship with each other, it will become more convenient for Shenzhen residents to go to Hong Kong for travel or shopping. Shenzhen people might actually experience a more colorful life in two cities.

In fact, both the governments in Shenzhen and Hong Kong have devoted4 great efforts in helping5 Shenzhen local residents to travel to Hong Kong freely. Shenzhen residents also expect that they can travel to Hong Kong freely. Officials from the Shenzhen municipal tourism bureau once said that they would submit the proposal to both the central government and HK SAR government at an appropriate time. This time, as the HK SAR government has made the proposal to the central government, the proposal stands a great chance of being approved, because the central government has always supported the decisions made by HK SAR government. The new measure will also be beneficial to the economic prosperity of Hong Kong.

However, if the proposal is adopted, it will produce some negative effects on the consumption and investment market in Shenzhen, as many Shenzhen residents will go to Hong Kong for shopping or making investment. The retail industry in Shenzhen will then suffer most from the proposal, said Guo Shiping, a professor of economics at Shenzhen University.
