Chinanews, Beijing, Aug. 24 – Li Liguo, vice1 minister of civil affairs, said on Wednesday that China had helped 1.3 million mendicants in 2006, and the ministry3 didn't think to be a mendicant2 could be regarded as a job.
Li said that China's salvation4 stations had also helped some 100 thousand young mendicants. He said that Chinese government had tried its best to help these people. He thought poverty might be a factor during them to mendicancy5, but he also indicated that some hooligans controlled these mendicants to make profits.
