中共中央办公厅、国务院办公厅印发了《关于促进劳动力和人才社会性流动体制机制改革的意见》。

The General Office of the Communist Party of China Central Committee and the General Office of the State Council has jointly² issued a guideline to step up reform to improve social mobility³ of labor⁴ force and talent.

 

意见指出，以户籍制度和公共服务牵引区域流动。全面取消城区常住人口300万以下的城市落户限制，全面放宽城区常住人口300万至500万的大城市落户条件，完善城区常住人口500万以上的超大特大城市积分落户政策。

According to the guideline, more efforts will be made to influence regional mobility via the household registration⁵ system and public services. Restrictions⁶ on residence registration will be completely lifted for cities with a residential⁷ population of less than three million in urban areas. Conditions for residential settlement will be relaxed for large cities with a residential population of three million to five million in urban areas. The settlement policies for mega cities with a residential population of above five million in urban areas will also be improved.

 

提供全方位公共就业服务，促进高校毕业生等青年群体、农民工多渠道就业创业。破除妨碍劳动力、人才社会性流动的体制机制弊端，使人人都有通过辛勤劳动实现自身发展的机会。完善政府、工会、企业共同参与的协商协调机制，构建和谐劳动关系。

We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses. We must remove institutional barriers that block the social mobility of labor and talent and ensure that everyone of our people has the chance to pursue career through hard work. We will improve mechanisms⁸ for joint¹ discussion and mediation⁹ involving government, trade unions, and employers in an effort to ensure harmonious¹⁰ labor relations.
