Chinanews, Beijing, Aug 27 – Early this month, US House of Representatives passed a draft resolution on the use of agricultural appropriation1 funds for 2008 fiscal2 year. The clause stipulates3 that government appropriation funds should not be used to facilitate any laws related with the import of Chinese meat. This would mean that once the resolution was adopted and implemented4, it would be really difficult for Chinese cooked meat to export to US. Last week, 140 Chinese meat processing enterprises issued a joint5 statement voicing their opposition6 to the US proposal, CCTV international channel reported.
At present, China's meat output ranks second in the world, only next to the United States. It is estimated that China exports at least 200,000 tons of meat every year, mostly to Japan and South Korea. Chinese meat processing companies have always hoped to expand their global share by entering into US market. However, the US House of Representatives draft resolution set restrictions7 on Chinese meat products.
However, before the House of Representatives passed the draft resolution, the US had carried out a three-year assessment8 work concerning Chinese meat production industry and concluded that Chinese meat production system had conformed to the standards as those of the United States. In May 2006, US government promised to open its market to Chinese cooked meat industry.
So far, as many as 140 Chinese meat exporters have signed their names on the report submitted to related authority against the US draft resolution. Some NPC (China's top legislature) and CPPCC (China's top advisory9 body) delegates from the meat industry have also written to the US Congress, asking it to retract10 the resolution.
China has applied11 zero tax tariffs12 to its meat import. It allows US to export its government-recognized meat to Chinese market. Information shows that from 2001 to July 2007, US has exported 2.71 million tons of meat products to China, accounting13 for 78% of the Chinese meat imports.
