六、双减（有效减轻义务教育阶段学生过重作业负担和校外培训负担）

2021年7月24日，中共中央办公厅、国务院办公厅印发《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》，要求切实提升学校育人水平（improve quality of school education），持续规范校外培训（包括线上培训和线下培训）（regulate off-campus tutoring programs），有效减轻义务教育阶段学生过重作业负担和校外培训负担。

 

“双减”政策是强化学校教育主阵地作用，深化校外培训机构治理，构建教育良好生态，促进学生全面发展、健康成长（promote the well-rounded and healthy development of students）的重大举措。

 

七、北交所

Beijing Stock Exchange

 

“北京证券交易所”的简称。它是经国务院批准设立的中国第一家公司制证券交易所，于2021年9月3日注册成立，11月15日正式开市交易。

 

2021年9月2日，习近平总书记在2021年中国国际服务贸易交易会全球服务贸易峰会致辞中宣布：

 

继续支持中小企业创新发展，深化新三板改革，设立北京证券交易所，打造服务创新型中小企业主阵地。

We will continue to support the innovation-driven development of small-and medium-sized enterprises (SMEs), by deepening the reform of the New Third Board (National Equities² Exchange and Quotations) and setting up a Beijing Stock Exchange as the primary platform serving innovation-oriented SMEs.

 

北交所交易如火如荼，首批8只主题基金发行首日即受到投资者火热追捧。北交所的设立是资本市场的里程碑事件，意味着以服务中小企业为己任的新三板站上改革新起点，中国资本市场改革发展又迈出关键一步（a key step forward in China's efforts to revamp its capital market）。

 

八、“清朗”行动

2021年2月，国家网信办开展“清朗·春节网络环境”专项行动。

 

2021年5月，“为明星打投倒牛奶”的视频曝光后，引发舆论关注。

 

2021年5月8日，国家网信办2021年“清朗系列”专项行动全面展开，重点任务包括“整治网上历史虚无主义（crack down on historical nihilism in cyberspace）”“治理算法滥用行为（curb algorithm abuse）”“打击网络水军、流量造假、黑公关（guard against activities of hiring paid posters, faking viewership data and spreading rumors）”“整治未成年人网络环境（clean up the online environment for minors）”“整治PUSH弾窗新闻信息突出问题（crack down on irregularities in push messages）”“规范网站账号运营（regulate operation of online accounts）”“整治网上文娱及热点排行乱象（crack down on chaotic³ popularity rankings）”等。

 

此次行动的目的在于重拳整治网络违法违规问题，在全网开展“大扫除”，共同营造文明健康的网络环境。

 

九、疫苗援助

COVID-19 vaccine⁴ aid

 

2021年，我国认真落实习近平主席关于让中国新冠疫苗作为全球公共产品（global public good）的承诺。

 

今年2月，中国正式加入世卫组织“新冠肺炎疫苗实施计划”（COVAX），承诺提供1000万剂疫苗（provide 10 million doses of COVID-19 vaccines⁵），主要用于发展中国家急需（meet the urgent need in developing countries）。

 

2021年2月1日，我国首批对外援助疫苗抵达巴基斯坦，此后持续向全球多国提供疫苗援助和出口（vaccine aid and exports）。

 

迄今为止，我国已向106个国家和4个国际组织提供了超过15亿剂疫苗（China has provided more than 1.5 billion doses of COVID-19 vaccines to 106 countries and 4 international organizations）。在当前全球疫苗供给紧缺的情况下，中国的疫苗援助为发展中国家送上了抗疫“利器”，也为全球抗疫带来一股春风。

 

十、《生物多样性公约》

Convention on Biological Diversity

 

2021年10月12日，《生物多样性公约》第15次缔约方大会领导人峰会（Leaders' Summit of the 15th Meeting of the Conference of the Parties To the Convention on Biological Diversity）在昆明以线上线下结合方式举行。

 

习近平主席站在促进人类可持续发展（humanity's sustainable development）和共建人类命运共同体（a community with a shared future for mankind）的高度，明确提出开启人类高质量发展新征程的重大主张，郑重宣布我国将持续推进生态文明建设的务实举措。

 

在面临新冠肺炎疫情（COVID-19 pandemic）、环境污染（environmental pollution）、气候变化（climate change）、生物多样性丧失（biodiversity loss）、生态系统退化（ecosystem degradation）等一系列困难的当下，本次会议为未来全球生物多样性保护设定目标、明确路径（identify targets and pathways for global biodiversity protection in the future），具有重要意义。
