Around 6-thousand taxis are going to be allowed during rush-hours to pick up street-fares. 

 

This is around 10 percent of all the taxis in Shanghai. 

 

The taxis themselves will only be on the street during the morning and afternoon commutes² during the weekdays.

The taxis themselves will have different color signs in the windshield to desginate that they are street-fare-only taxis.
