EU leaders say they are ready to act to shore up Greece's finances and ensure stability in the eurozone - but they have made no specific promise of aid. 欧盟领导人称,他们准备以实际行动支持希腊的财政并确保欧盟经济的稳定性,但是他们没有就援助做任何明确的承诺。 Greece must take further measures to tackle its huge debts and cut its budget deficit1(预算赤字) by 4% this year, the EU leaders said after a Brussels summit. The statement did not spell out(讲清楚) what was meant by "determined2 and co-ordinated action, if needed". Greece's debt crisis has put pressure on the euro, making markets nervous. Financial markets initially3 rose on the news of EU support for Greece, then fell back(后退) as analysts4 questioned the lack of detail. Other countries with big deficits5 in the 16-nation eurozone, such as Portugal and Spain, are seen as vulnerable(易受攻击的) if Greece's problems are not tackled resolutely6(坚决地,毅然地) . Greece's deficit is, at 12.7%, more than four times higher than eurozone rules allow. For years Greek spending has ballooned while tax revenue(税收) has diminished. The President of the European Council, Herman Van Rompuy, stressed that Greece had not asked for financial aid. The summit statement said: "We fully7 support the efforts of the Greek government and their commitment to do whatever is necessary, including adopting additional measures to ensure that the ambitious(有雄心的) targets set in the stability programme for 2010 and the following years are met. "We call on the Greek government to implement8(实施,落实) all these measures in a rigorous(严格的,严酷的) and determined manner to effectively reduce the budgetary deficit by 4% in 2010." Greek Prime Minister George Papandreou said his country was ready to take the extra action needed to reduce its deficit.
